Automatically disregard internal link setting when moving to new layout

I often build apps that have several main categories (sales, operations, etc.)

Typically each of the categories has a dozen or so content pages that all utilize the same server connects, data stores, etc. so they share a common layout. In other words, one layout per category.

When navigating within a category, the Internal option works great as it only loads the new content page, however when navigating to a new category and thus a new layout, Internal will not work.

This request is to have the option to automatically ignore the Internal option, even when selected, and reload the layout IF the layout changes from the currently loaded page. In other words, I would select Internal on all navigation links, but if a user navigates from one layout to another, then the new layout is loaded.
