Add Modal to content page - now can't select elements on page in design view. W4b3

Expected behavior

What do you think should happen?

Add a modal > start editing modal in design view.

Actual behavior

What actually happens?

Page just locks, can’t select any elements in design view. Have to refresh page to re-activate design view functionality.
