Problem description

In Server Connect I have an Include step in an action. I disabled the step and saved, but when I re-opened the file the Include step was no longer disabled.

Is this by design or a bug?

Steps to reproduce

1. Add an Include step to an action.
2. Disable the Include step.
3. Save the action.
4. Move to a different action file then back to the original.
5. The Include step is no longer disabled.
