Can't Save Database Manager Connections 4.9.0

My report is that while in the API panel I can’t get the database connections needed to create or test or save a query as an action file.

But as I explain below the Connection files were created, can be confirmed to connect to the databases but cannot be used to develop API action files. Because in the Server Actions panel those connections are reported as missing.

Expected behavior

What do you think should happen?

I should be able to save Database Connections and have them available in Development and Remote Targets.

Actual behavior

Since 4.9.0 and since the ENV feature was added (I am suspicious) after I setup and save Databases via the Database Manager – they are not available in the API panel.

For instance, if I am in the localhost Development panel, even with the localhost connection selected an individual query can not be opened for inspection or changes. Clicking on the query properties to see the query itself produces no change in behavior. The query window does not open up. Even if I switch back and forth between the online or the local connection file.

I am reporting this again because this time I created a brand new Project with 4.9.0. My previous report today was regarding a project loaded in 4.9.0 that had been created just before the 4.9.0 update.

But the behavior with a brand new PHP project and all of its settings saved is exactly the same as I reported earlier.
I can only verify a Database file when I am in the API panel inside Globals. This is the only time when I see the connection is filled out and works.

To try this in the Database Manager, however, simply brings up a blank settings panel when selecting the DIRECT CONNECTION. My report is that while in the API panel I can’t get the database connections needed to create or test or save a query as an action file.
