Permissions condition value erased on focus

Expected behavior

User should be able to edit value in the conditions of permissions.

Actual behavior

The existing value is erased when focused on the value field

How to reproduce

Use an IN operator and enter some comma separated values into the field. Save and exit. Return and attempt to edit the value.
