Smooth Scroll - Is There An "Element Minus A Number of Pixels" Option?

With the smooth scroll, I can go a distance in px or to an element. Can I go to an element minus a number of pixels?

I can’t go to anything just before as what is before is a repeat so there is no single point at the bottom of it to go to!
