Can not find uploaded files with Local Folder target

I am trying to set up a local target so that I can develop. I am trying to mimic the default target setup when I run it from a template. The exact same configuration (with the project files locations switched) works for a new template project but does not work in my existing project. Please find the below target configuration and error:
