Cannot add Clear Dynamic Ecvent to Insert Database Record

I have followed this page EXPLICITLY time after time
but it is missing the first step at the top, which must ask to insert a container , row & column first
But when I after the fact then did that manually & then dragged the form inside the column & saved & refreshed I still could not get the options to show up that would allow me to ADD THE NEW DYNAMIC EVENT to clear the form after insert.

We will show you how to clear the form fields, after the form has been successfully submitted. Select the form in App structure (1) and add new dynamic event (2):

If I manually edit the code and close the row, column inside the content area I still cannot get the availability of the Add Dynamic Event
