Cannot import column 1 of CSV

Operating System : Local Docker PHP 7.3

Expected behavior

What do you think should happen?

Using the CSV Import action, I should be able to use the first column of a CSV as a field using the Import Fields property.

Actual behavior

What actually happens?

An error is generated on import, stating the field is missing. I can import the same column, if I move it to be column 2, 3, etc.

Create a basic CSV with 3 columns and 3 rows, including 1 header row. Try to import.
