Dynamic Header and Navbar

So I have created a header/navbar that needs to be on every page. The issue is that I have parts of the drop downs that are dynamic, meaning they are created based on database queries and user access. In following the SSI directions from this link:

There is no way to extract the “Browser”, and multiple “Server Connects” along with the rest of the header. Is this not possible?
