Error creating AWS docker machine - wrong region for Cape Town

Is there something im missing above? I have created the user.
Created the the “keys” … set the permissions as above…
Tried to create the AWS docker machine… … but i get ERROR! Creating Docker Machine…
Is there anything else that needs to be done in AWS for this to happen?

I have setup 4 Digital Ocean machines now… and its working great… but cannot for the life of me get aws to create a docker machine … has something changed? or a new step that one should do?

Do i also have to create API keys? Like in DO beforehand? Is there perhaps an updated document? or is the above still relevant
