Security Restrict Multiple Permissions

I have an action step with a security restrict on there of which I want a couple of different permissions to be able to run it.
It works fine when I only have one permission (user a) in there, but as soon as I put a second permission (user a & user b) it says unauthorised as soon as you try to run it.

Does anyone have any suggestions ??
