Server side data, etc. not visible when page is opened in editor

Expected behavior

The SERVER SIDE DATA section and App properties for a content page, should be visible in the properties panel when opening a page content page in the editor.

Actual behavior

This is what is displayed upon opening a content page and clicking on App

This is what shows after clicking the Reload page icon (which is what should happen when page is loaded)
