Two navbar in one page

I created two different navbar menus in two PHP files
The first is fix to top and the second should appear just below the first
If I insert in one page one of the two navbar menus (with Server Side Include) work perfectly, but if I insert them all two I only see the first one
Where am I wrong? Thanks
