Server Side Data on Layout has not effect

Hi,
The option of Server Side Data is present in layout page, but it has not effect in same page adding it or not.

Steps:

• In my Layout Page is added the header and footer and I’m using a offcanvas as menu for all Content Pages inside this Layout.
• I need to condition certains link of the menus base on global configuration from database for a specific rol.
  
• Adding a Server Side Data inside Layout page it has not effect, after to trying “Insert Server Side Binding” the data on the binding windows not show up.

• However, if I add manually the binding inside Layout its works, even if server side data is present or not in Layout Page:
  
  

Now, it works because is taking the server side data set in Content Page, so, if I open any Content Page the server side binding set in Layout Page take effects, if some page have not the propper server side data the condition in my Layout not works. And to take effects the server side binding between Content Pages is neccesary to to refresh the page (ctrl+F5), in that way this condition <% if (_('rol_aprobador_niveles==1',locals)) { %> in Layout works.

Of course, that is not what I expect, I just commenting what I discover, maybe someone else found it too, if not please tag it to bugs.

But my question is if is normal that Layout Page not accept Server Side Data to use server binding.
